Here is more information on the Ride the Rim event.  They ask that you pre-register on their site. Cost is free, $5 donation requested. Rest stops every 5-10 miles1

Instead of hassling with the trolley, we (Dave W and myself) circumnavigated the rim (33 miles. 4000'). The first 6 miles and last 3 had cars, but everyone was aware of the bike event and was courteous.  We started at the Rim Village Cafe and Gift Shop parking lot, which has restrooms.  Takes about 2 hours to drive there from Bend.
